For those without a 3 section staff, an alternative is to roll a couple of beach towels together into a cylinder, and feed these through a gi top. I've constructed a whole grappling dummy this way and it works surprisingly well (weighs in at about 14kg of just cloth).
On Bob you would end up fighting the hunchback of Notre Dame as the towels would pass over his shoulders, but it may be worth looking at for some people if they're staff-less.
