Regarding the photo - I don't think anyone knows for sure if there is a genuine image in existence and as usual with these things some say yes without a doubt, others say no with equal certainty. Aragaki is also commonly spelt Arakaki when referring to this individual. Regards

That's Japanese for ya, 新垣 (his family name) can be read as Arakaki, Aragaki, Aragagi, Shinkaki, or Shingaki (bold is just for emphasis).
There's probably some other readings I'm missing too. You can never be sure how to read someone's name until you ask them haha.
Well I don't know anything about Aragaki Seisho but the photo is titled "Arakaki Seisho" not Aragaki.
